CIS Secure has named Joe Adams as its new Chief Executive Officer, marking a significant leadership transition for the company as it expands its portfolio of secure communications and mission‑ready technologies. Adams succeeds outgoing CEO Michael Foisy, who will continue to serve as Chairman of the Board through HKW.

Adams brings more than two decades of experience across the aerospace and defense sector, with a background spanning general management, program leadership, business development, and operational execution. An Army veteran, he offers firsthand understanding of the mission environments and operational constraints facing today’s defense and intelligence communities—experience that informs a leadership approach centered on mission relevance, customer trust, and technology that performs under real‑world conditions.

Proven Leadership Across Defense Technology and National Security Programs

Before joining CIS Secure, Adams served as President and CEO of ELTA North America, where he oversaw programs in counter‑UAS, ground vehicle protection, fixed and mobile radars, airborne sensors, and multi‑domain national security technologies. His earlier roles at Raytheon and L3Harris further strengthened his expertise in aligning advanced technology with evolving mission needs.

Adams holds a Bachelor of Science in Business Administration from the University of West Florida and an MBA from North Carolina State University.
